I learned that's what the rule protects against. Similar to 95/672. Its a buffer to protect against a FAR 117 rest violation. Seems excessive but when talking about someone OOB to GUM that could cause issues.
BTW I was legal for the trip I wanted.

I just didn't have my facts straight to counter argue. The trip was gone seconds later...
