I’d prefer a commute to Chicago than NY if I can’t be based in CLT. But not sure if that’s possible?
CLT is NOT a crew base. You’ll never (unless they open it for crew members) have the option to be based there. It’s strictly a maintenance base. Hopefully the recruiter just misunderstood you instead of providing misleading information.

A line is an awarded flying schedule. You’ll know your schedule ahead of time and won’t be on reserve. If your goal is CLT or ORD I would suggest a different regional. There are so many more lines in IND and CMH because Republic operates an outstation business model. PSA or Piedmont might be better options for you in CLT. Or Skywest in ORD. If you’re ultimate goal is to avoid a commute.
