What was this based on then, because this is not the way things have been done? Furlough returning? Those that have been to “orientation” before the hire date of the cadets? I don’t think the orientation program has been going long enough for that to be a thing and I also can’t see ENY letting someone who has been to orientation pass on a class date when offered.
