those are exactly the ones to target. That way the effort to teach and train is retained within the union the longest. Lifers are another good choice, but have limits on where you put them since you don’t want too many in leadership decision making as their career objectives are not representative of the majority. They make great committee chairman, grievance committee especially…. Not so much as LEC/MEC members. You need a few for perspective but not too many.
