not sure about other major airlines, but the last place I worked at you generated an OUT time when the main cabin door was shut and the brake was dropped…you sat waiting to push for 20 mins, didn’t matter you were on the clock…IN time was when the main cabin door was open, if you sat forever waiting on a jetbridge all I did was recycle the parking brake every min….easy and fair…AA of course does it @$$ backwards.
With an ATC delay, ie wheels up time, you can take that delay at the hotel or wherever you want and get paid for it
