I can tell you from firsthand experience at the regionals that this was not the case, or at least nothing was done about it, and it was beyond infuriating. Ain't nothing like being a junior captain and having brand new FOs making as much or even more than you.
It's subject to a grievance (compensation outside the CBA), but it is not a major dispute. So no, it would not qualify.
