with hiring the way it is right now, waiting 6 months for a class date is a choice many, many people won’t make. If there was ever an opportunity to stabilize the wo’s with increased flow, that time is long past.

Its either bring them in house or make them a legit career destination. I don’t see how you would do the latter but surely someone has run the numbers
