No they can't surprise you with rest. Under 117 you need to know when, where, and how long your rest is BEFORE it starts. That's why your 10 hour clock doesn't start on an overnight if you arrive and it still shows "will call". In that case your 10 hours would start when they assign the hotel (or you book your own).
