I thought that after 90 days past the first class in a hiring wave, every month would have an aprox. equal number of bypassed flows still at a regional and post bypass flows finally showing up.

The whole thing is so silly though. It only helps the regional one time at the beginning of a wave, yet shaves off 3 months of "first year pay" for all the flows forever. Maybe we should just contractually reduce first year pay to 9 months for everyone.
