A jumpseat card can't be issued from the jumpseat PNR that has been rolled to the next flight. You have to get a new check in time for the next flight.
That's not how the system has worked over the last couple of years. If the list is rolled, the order stays the same in each category of jumpseats.
The category for DOH stays and adds in the new names in DOH order. The TOC keeps the original check-in times for those that get rolled. If the system is messed up, then it's messed up, but that's what it has been doing.
