Paying pilots for duty hours addresses a number of complaints:
-Pay for airport sits
-Pay for preflight
-Pay for ground delays

It could be implemented as a supplement to block hour pay or a replacement for block hour pay. I'll stay away from rate and costing proposals and stick to math problems I have a chance at solving like inflation and tax rates.
