Management will threaten letters of charge, which can be used as pile on evidence in a disciplinary or termination hearing. The sick leave counseling is used as a threat to try to bully pilots into not calling in sick for legitimate uses. It is not enforceable per the FAR's and the terms of your FAA medical. Therefore, if they try to use it, ALPA will skewer whom ever tries to do the counseling. It's a running joke at this point, but is still UAL policy, and as previously stated, not in the contract.
