I think comparing cruise ships in international waters is not a good indicator of future policy on airplanes. My crystal ball says summer at the earliest and that's only if it's incontrovertible that the wave has not just peaked but ended.

They are losing control in many areas but have unchallenged control over aviation. Expect them to use it.
