You get credit for being in training so it's easier to build a line. Between people getting out of training and Sept '19, they are on reserve. The people hired in sep 19 can have a line but since there was very few hired between then and now due to COVID, while the year spread is big, there only actually only 15 pilots between the most senior training pilot getting a line and Sept 19
