Civil penalties are the way forward. Criminal law is too burdensome and expensive for the state. Undesirables need to be incapacitated to varying degrees and sometimes prison/death is way more than needed. I like the idea of restricting people's travel options as a first step while freeing up criminal courts to handle real crimes such as hate and intolerance.
