Getting after bits and bytes is cheap, all you need is a room full of hacky teenagers. Getting after the network hardware takes more sophistication, and kinetic capabilities help. We have the budget for that.
They’re invading a country almost the size of Texas. I don’t think that money is something they’re worried about on the front end.
