They're not. Japan is the most common country where you hear this. The rules have been translated and are checked regularly by a Covid working group at ALPA. Same rules for everyone. FedEx is just more diligent about publishing the rules to their pilots and making sure they're followed. Pilots and FAs at other airlines who are going out in NRT or KIX just aren't abiding by the rules. Either they're choosing to ignore them or interpret what they've been told to their advantage or their company is content in letting them deal with whatever consequences arise from their actions. FedEx is run by lawyers and is much too concerned about brand damage or freight not moving to let their pilots make those mistakes.
But our pilots see crews from other airlines ignore the rules and assume incorrectly theirs are different
I bet it’s more likely that the FDX attorneys interpreting the rules strictly.
