I used a 26" Luggage Works bag with the metal frame, then later went to the plastic frame. I always took the 26" in the cabin with me (except most RJ's that do gate check). I never had any problems from gate agents or F/A's, but then I always traveled in uniform. I still have the last 26" bag although I don't travel anymore. The cats use it as a bed now.

I'm astounded trouljaboy could fit all that in a 22" bag.
