They could, I dunno, pay what the market demands for the job? There's a reason people never came back after furloughs. Going back even further, it's no surprise there's a lack of qualified people wanting to do the job, when they were paying something ungodly low like $15K a year before.
Pretending there's simply no other way to attract people than to run to other countries is disingenuous (not by you, I understand where you personally sit in all of this, but certainly on the part of companies doing this now).
