The Arbiter has signaled pretty clearly that 1F7 is gone. That was LOA 12. So we are really voting on whether to not to give relief under 1F8. That's 9 routes. At least that's how I see it. Especially considering the Arbiter took the rather unusual step of mediating a settlement after the arbitration was closed.
1F8 is a hell of a lot more than 9 routes. And 1F7 very much is up in the air. The case against it is very strong.
