Wrong. Proximity is right. You're talking about monthly line bidding. He's talking about vacancy bidding. Monthly bidding decides your schedule for the next month and it has to be bid on every month. Vacancy bidding is your base preference. Recall that not long ago, the company skipped on vacancy bidding for whatever reason.
