Any change to the rule would likely be legislative. The current rule, due to Colgan, was part of the
Airline Safety and Federal Aviation Administration Extension Act of 2010. I would expect any change would be incorporated into a new FAA reauthorization act (the current authorization is good to the end of FY2023, Sep 2023).
Congress could also decide to help alleviate any pilot shortage by increasing pilot retirement age; that would delay any need to reduce ATP requirements.
