So the PRD is meant to replace the old PRIA process. FOIA was never "required" under PRIA, but it was recommended, as it was the only way that airlines could see disapprovals for certificates and ratings. Obviously that was something that got a lot of notice with some landmark accidents, that pilot X had this many disapprovals for certain certificates or ratings. It's also a talking point that airlines probably want to pursue, to see what the reason was or what the person learned if they failed for a certificate or rating. Now, in the PRD, it has a tab for disapprovals, in addition to accidents, incidents, enforcements, etc. I would suspect under PRD that the FOIA conducted by many/most airlines may stop being a procedure for them. If these tabs are "clean" in the PRD, then you have nothing there. With the PRD that shows disapprovals, there doesn't seem to be any advantage for an airline to do the FOIA, but the option still exists to you if you want to FOIA all of your 8710-1 applications.
