Depends on the military. They can't use -8 for now, and often would bulk out a 777.
If cargo prices stay where they are now and a 747 charter from HKG to the US goes for over 1mil per flight, the fuel costs don't matter much.

But I agree, -400 in the Express cargo sector won't live for long.
