That’s precisely my point. This process CAN (and is required) to lead to an impasse, cooling, and strike. So why would they have filed first? If the goal is drag out as long as possible, why not let the direct negotiations continue until ALPA gets fed up and files for mediation? They could have dragged this out for even more time. I don’t recall the union saying they were going to file for NMB negotiations. In fact, it sounded like they were caught off guard and surprised the company filed.
