Let them be the judge of your competitiveness. With them relaxing the degree requirement and barring your working rights (which looks like you're about to attain), I wouldn't wait to apply. The length of time you have an application on file also counts.
Is that smart though? I am in the same situation and just waiting for my physical greencard to come through. I have held off from applying though so far, as I wouldn't want to show up at the interview not actually fulfilling everything that I claimed I did on airlineapps...
