Make FSB worth it to actually BID for it.
Create FSB lines that have a premium pay or extra days off incentive. Then put a limit scheduling's ability to assign a normal reserve to FSB unless the FSB has been used that day, and give the converted reserve an extra 3hrs of pay per each day of FSB that they don't fly when they are filling in for the guy who got awarded FSB initially.
