the only way to not do a displacement is to keep ORD DTW andnDFW their current size. Which is why there's a displacement in the first place, those bases are WAY bigger than they need to be. It's not about "where do we find ATL pilots". It's the fact that anyone who bids ATL will create a vacancy that Must be filled.
That's why the vacancy bid has spots in ORD DTW and DFW even though theoretically soon those will get chopped. They have to. That's why.
