Since an FSB is not replaced once one is used, it’s not like using an FSB on a non-global trip would cause more FSB’s that day. If scheduling wants to use an available FSB on a non-global trip, go ahead and use them. I think most people would rather fly once on FSB rather than just sit there.
FSB needs to go.
I can see the argument that it is necessary for some select few global flights that push duty limits. Maybe there could be an exception for a clearly defined number of FSB for precisely those select global flights. Same number - same time - every day. So it is predictable. But none should be required for any NB global flights.
