This is a good example of how important waiting for the final language is before we react. Zero cost insurance sounds like a gain if it at the very least includes our current options. It would not be a gain if it was just a low quality program that many doctors don’t accept. It’s a package deal but some will always just go to section 3. They always do. I go there too, but it is just to get the numbers that all of the sections use so I can determine if the complete document meets or fails to meet my threshold for a yes vote.
