They look at the overall picture. If what you are saying was true then no regional airline would ever be allowed to go on strike and obviously we all know that's not the case.
The RLA was created because a given railroad could be the only reasonable transportation for a large number of communities at the time. And while it could have an impact, it would not cripple commerce.
