Yes, that’s exactly what it means. The list that gets sent out is simply the options available per the PWA (leftover open positions). The company doesn’t have to award any of a specific category, hence why they don’t assigned numbers to each one. That’s why our “drop” is such a crap shoot. Sure, you have choices, but it’s entirely up to the company if everyone gets their 1st or last choice, mainly driven these days by training capacity.
