I have said for a while that the regional model saves too much money, even if they have to throw a LOT of money at it short term, to let it die. And a big part of that is making sure they have LCAs, etc to keep the training going.
The market negotiated this itself. Im curious as to how this will actually improve the operation as I would think people are now more motivated in general.
