Yep. 3rd step in it of its self isn't the issue. It is that the company agreed on it, ALPA agreed on it, the company then decided to sit on its hands for years and simply decided not to do it.
It should concern everyone that all the implementations of the new CBA we get will be held in the same regard. It should also be noted that if we don't get something in this next round of negotiations, don't hold your breath on getting ANYTHING before the contract becomes amenable again.
