No, the Delta pilot could recommend as many applicants as he/she wanted. No change there.
It was (and still is) the
applicant that was limited to one app review every 12 months. No change there either. (Disclaimer, there have been a few anomalies where an applicant got their app re-reviewed’early’, but that was/is not the policy. They just got lucky).
The
only change is the method.
