When guys hit 65 they retire and are no longer on the seniority list. Therefore, from a scope/contract perspective here, it is functionally the same as bringing on outside guys to run the sims. So in this case it doesnt make much of a difference if they are "PUPs", or anyone else. Further, this cracks the door open to bringing on
anyone to run the sims.
Virtually every line item in this TA is sufficient for a NO vote on it's own merit; but to see all this stuff cobbled together in one go is just amazing.
