You can only change your base every three months (once a quarter) if there's openings available in the place you want?

You can change everytime there is a vacancy announcement or do a trade every quarter. Vacancies will likely be offered monthly for the foreseeable future. They may look like 40 openings in mia for FOs. It's possible (but unlikely at F9) that a senior Denver FO is wanting MIA, and generates a DEN vacancy in the process. Upgrades out to be steady, so in theory there will be a steady stream of vacancies for FOs everywhere.
