Using retirees not on the seniority list is a dumb idea. Why must we make TK assignments voluntary? FAIP as many new hires as needed, like the Air Force does. There is no doubt in my mind a FAIP would do just as well as the guy who has been here a year yet still knows basically nothing and only wants the job so he can stay home and do mortgages on the side.
