They can't afford to not hire FO's. At some point the FO's on property now will be upgrading. If RPA stops hiring, they create a gap 2 years down the road and that is a problem. There are avenues to take such as shrink class sizes, run only 2 classes per month instead of 4, etc., but they have to keep hiring.
That being said, if the bottom falls out of the industry in the fall, you may see a slight pause in hiring.
Why would an FO upgrade if they can go to a ULCC for more money or even direct to mainline? I can tell you now that I won't. And most of my peers are planning to leave within the year if they can.
