i think the MEC reps are going to protect the NC. They see it like this...."putting in a new NC will take time to rebuild it, therefore, will keep the same team in an effort to avoid wasting time." They see "TIME" as a major influencer in their decisions. The second consideration is "Continuity." They likely don't want to disrupt their team-concept of continuity. I am just telling you what's in their heads. In the back of their head is " they don't want to admit their strategy of picking an NC was a bad one." They might just fall on their swords and eat it depending on how big their ego's are.
The Local Councils will either have to be aggressive with their elected local council leaders, or they will have to let the LEC reps simply do as they wish. You either force the reps to get on board with your plan, or you let them administer their own plan. Knowledge of how to call a special LEC meeting, and how to conduct a recall is crucial. Otherwise, they can push you off for about 90 days. That makes it harder to get any momentum when they run their version of the act on you.
