Or better yet, get rid of seniority all together. The best pilots go to the best carriers. If your carrier gets worse over time, change carriers without going to bottom of some arbitrary list. Current airline suddenly closes your base? Leave for an airline where you can live in base. Have one pay rate for FO’s and one rate for captains regardless of YOS. Get rid of seniority and we can be like almost every other profession in terms of mobility.
