Envoy seems to be prioritizing applicants with previous 121 time atm. That’s a bucket that will have a bottom. I know better than to make a prediction how deep/long. At some point all the pilots willing to jump from another airline to Envoy will have made their choice and then Envoy will be back to normal just getting/taking new ATP/rATP applicants.

My guess is- fill each class with as many 121 and take any pre-121 to fill empty seats at the last minute. Which means pre-121 with CJO’s might be getting calls more in line with “hey we have an opening for class next week can you make it?” Just guessing.
The idea is all these previous 121 people can become captains quicker than an off the street, zero qualifying time individual. One needs 1000 hours of 121 time to become lawfully PIC capable. The net result will be more captains quicker instead of the allowing anyone and everyone to start. This then means they can hire even more low qualifying time folks in the long run.

The waiting sucks for those in the low time category but the strategy makes sense.
