OBS and OE can be out of any base, but they’ll get you there. Most seem to be out of your assigned base. I’m LAX based and did mine out of SEA. If you are awarded a base that requires a commute, you can request OE out of a different domicile. It doesn’t matter a ton, as you’ll likely still be on training pay at that point.
The hotels are covered for for the duration of training, to include Miami for 73NB folks.
