If the Council Chair puts consideration for Recall of the specific Rep on the the meeting agenda (as requested in writing) and sends out the agenda to the pilots in the Council ahead of time. I believe that eliminates step 2. Proxies can be brought to the LC meeting. If it passes the LC meeting goes to step 3. That saves a step of an additional LC meeting and thus a significant amount of time in the entire recall process.
FYI - You are free to email or call Bill Couette ALPA VP of Admin. He will walk you through the recall process. That’s why it’s important to CC him on the email to the LEC Chair requesting a specific recall (One for CA Rep and or One for FO Rep).
