Two ways to fix it.
1. Complete 180 from current plan. Pay more, better QOL guarantees, certain career progression, or make OO a career destination with pay and QOL.
2. Long term training contract from date of hire to guarantee OO you will be locked in as a captain working for them for a minimum amount of time.
