3474149[/url]]I think the question you asked wasn’t the answer that you got. The 14 hour rule is specified in the UPA (4-C-2-d). It’s by exception that you don’t stay downtown >14 hours.
Certain airports with certain arrival times the company is allowed to book a field hotel if it’s under 16 hour layover.
One example is EWR with a 0630 land after a red eye and a 15 hour layover. By the time you made it downtown it would be an 11 hour with rush hour on both ends. Exceptions allowable for your own sanity and misery mitigation.
