I've seen this once or twice. A guy lives in Base X but isn't senior enough to hold his seat and equipment at Base X, so he bids an RLL line in Base Y, drops what he can, and snipes OOBWS. For this one guy in particular, he was not willing to move or change equipment or seat; just happy to execute this strategy while waiting until he can get Base X in his seat and equipment at a certain seniority.

Some think it's a douche move but, like it or not, the PWA permits it. Like Fangs said, it's a way to circumvent one's lack of seniority. Putting OOBWS after in-base Green Slips is the best way forward, but I don't see the company being amenable to this.
