Perhaps but I think what is more likely is all the airlines will just raise their pricing. Spirit will still be the cheaper of them and will still stick with the bare minimum pitch and no recliner while other brands offer more comfortable spacing with recline.
Really doubt anybody is/will offer more seat pitch because the FAA is only concerned if existing seat pitch is a threat to health and safety, not passenger comfort. Seat pitch has and will continue to go one way, less. Eventually down the road Americans will be so fat it will become a heath issue risk and then the FAA will require an extra inch.
