The regionals don't have a hiring problem, they have a retention problem on pilots with 1000hrs of 121 time. No amount of money is going to solve that issue, so the Mesa rates are straight charity to that pilot group.
Airlines absolutely just a hiring problem on the low end. With Skywest, their main competition out west, significantly raising their rates, they were at risk of losing all their recruits. But when you want something, like competitive first year rates so you can keep the airline operating, you have to get the rest of the group to vote yes to it. That's called "leverage."
