DALPA polled the masses and the majority wanted a deep dive negotiation into nearly all aspects of the contract. To my knowledge DALPA never advocated for full control of rotation construction - where did you hear this, or why are you exaggerating?
Here is the actual wording on rotation construction. I guess it’s open to interpretation on meaning.
